The book inspires deep, meaningful reflection on the pros and cons of long-term dating. 1. The U.S. Constitution requires a two-thirds vote of both Houses to pass a resolution proposing an amendment to the Constitution, to pass a vetoed bill, or to remove political disabilities; a two-thirds vote of either House to expel a member; and a vote of two-thirds of the Senators present to ratify a treaty or convict on an impeachment.

        Members were tired of the spectacle and seemed ready to move on. Following debate about whether a single resolution could legally expel two Members, the full House, in an overwhelming vote of 73 to 21, accepted the committee’s recommendation not to expel either.
